Does this look like a bomb threat?

Apparently, passengers on a U.S. Air flight thought so. A man wearing phylacteries was construed by fellow passengers to be a bomb threat. The plane was quarantined for period of time and law enforcement quickly determined that the man was not a threat to the flight.
